Here is a dude who is learning pretty fast:
A delegation of Christian leaders led by Archbishop of Cuttack-Bhubaneswar Raphael Cheenath met Chief Minister Naveen Patnaik urging him to provide security to Christians in other areas besides violence-prone Kandhamal district. [...] "We apprehend that influx of non-state players into Kandhamal is aimed at creating communal violence", he said adding Christians were leaving relief camps because of fear. [link]Our Prime Minister's soporific sermons are so utterly uninspiring, his own home minister uses phrases from an enemy leader's speech. One can't really blame Archbishop Cheenath.

article 370 or an equivalent, for specific districts in India? such districts with minority population have already been identified for communal budgeting. Let us take the next step and apply article 370 to those districts too. That will keep the 'non-state' players out.
And within a few years, we can grant all of the article 370 areas 'freedom'.
